He is currently the Advisor for Research and Innovation at Uwezo Uganda and the Vice President of Measurement and Evaluation at NewGlobe. His research and policy work center on understanding and improving educational systems in low- and middle-income countries through the design and analysis of randomized controlled trials, quasi-experimental evaluations, and descriptive studies around foundational literacy and numeracy outcomes, edtech, physical access to schools, and remote learning assessments in low-tech environments. He holds a Ph.D. in Education Policy from the University of Virginia, an M.A. in Economics, also from the University of Virginia, and a B.A. in Economics from Washington and Lee University.
