Dr. Cleophus Mugenyi
Dr. Cleophus Mugenyi was born on 25 June 1965 in Kibaale District to Late Henry Kasibante and Mrs Jane Rose Namugga Kasibante. He is married with children and holds a PhD in Education Policy and Institutional management of the University of Manchester-United Kingdom, Master of Science in Educational Management of University of Dublin/Trinity College Dublin, Ireland; Bachelor of Arts with Education of Makerere University Kampala; Diploma in Project Planning and Management and certificates in various disciplines.
He started his career as a Teacher at Namilyango College in 1992 where he also served as Head of Department Christian Religious Education. He taught in several schools including Birembo Primary School, St. Edwards S.S. Bukuumi, and St. Josephs S.S Naggalama. He served as District Education Officer Kibaale for 15 years (1996-2012) contributing to improvements in infrastructure development, training of teachers, community participation in education, and learners’ performance in national examinations; and Past President of the Rotary Club of Kibaale.
He served as the District Youth Delegate Kibaale District to the National Youth Council; and Councillor/Secretary for Education-Kasambya Sub- County in Kibaale District. He was a Lecturer at Mountains of the Moon University and currently is a part-time Lecturer at Uganda Martyrs university and External Examiner at Makerere University and Kyambogo University.
He is the Director of Kibaale Parents Primary School in Kibaale District; Chairperson Board of Directors- Adelante Africa Uganda a local NGO; Chairperson Board of Governors-St. Kirigwaijo Teachers Training Institute and St. John the Baptist Secondary School, Masaka; and Director- Consultants for Global Sustainable Development Ltd- a consulting firm based in Kampala.
From May 2012 to October 2019, he worked as the Commissioner Teacher Education Standards at Ministry of Education and Sports (MoES). In November 2019, he was awarded KABALEGA MEDAL by His Majesty Dr. Solomon Gafabusa Iguru, the King of Bunyoro Kitara Kingdom in Western Uganda for his distinguished and dedicated service in education and sports sector not only in the Kingdom but the country as a whole.
From November 2019 to-date Dr. Mugenyi Cleophus works as Commissioner, Basic Education at the Ministry of Education and Sports. Dr. Mugenyi is the Chairperson of the following committees: Rewards and Sanctions Committee at MoES, Basic Education Working Group; Education in Emergencies Sector Working Group, and Learning Through Play Community of Practice funded by UNICEF, Irish-Aid, LEGO Foundation, USAID amongst others. He is a Board member of the following non-government organizations/agencies: Education Local Expertise Centre Uganda, EDUKANS, UWEZO Uganda, AfriChild Centre Makerere University, Association of ECD and Pre-primary Teacher Training Institutions of Uganda (APTI-UG) and Hoima Catholic Diocese Education Commission. He is a Founder and Chairperson-Kakumiro Bugangaizi Development SACCO established in 2021 with over 50 members
